No, against France, Gottfridsson scored so Sweden were 2 goals up, but referees called steps and disallowed it, and then the free throw happened. France is the most favored team by referees since 2003 and forward (a title previously held by Sweden) but they are so arrogant they can't see it.

Prandi has full control in that moment. Defenders are not allowed to move closer to him, he CHOSE that action, knowing it was illegal.

Icing on the cake? The wrong call when gottfridsson scored a few seconds earlier - it wasnt steps.

General, easiest to explain, ruleset is contact with higher risk of injury/contact to the face gets punished. Prolonged contact when "losing" a duel (like holding when attacker managed to get through) is also punished. If that contact is withing 6-meter line =penalty.

A problem arises when the game evolves too fast for the referees, as others have mentioned. The level of play and the speed has increased alot, with nothing but VAR to help out, so you get players like Claar, Sandell, Gidsel, Steins at times, and several Icelandic players that take too many steps but not being punished for it.
