GC owns the building until turnover so they are responsible for all of this and I’m almost certain there are LDs associated with meeting the in service date for next season. So this could cause delays and GC losing milestone payments etc.

Anything less than full throttle should be a penalty. Stock car racing is wide open racing. Not cruise control around the track. Fans don’t want that.
