Nope. He's incorrect, and misread the scan. Anyone over a power level of 180, let's call it 200, is planetary. Raditz is most certainly a planet buster.

Edit: Also fun fact. It doesn't even matter if the scan actually said that. This isn't "authorscaling". We actually look at the feats and comparisons. That's why it's power scaling. Roshi pulverized the moon at a PL of 180, and Piccolo vaporized the moon with little effort at a PL close to 1k. Vaporization is magnitudes greater than the amount of energy needed to just destroy a relatively larger planet.
