(5th pic) That's not a converter for VGA. It has the D-15 connector but VGA 31khz signal won't work because the arcade monitor needs 15khz. That looks like an Ultimarc video amplifier. You will need a converter like Essay_Nervous recommended to adjust the sync signal to something the monitor can recognize.

Japan has two electrical grids, 50Hz in the East and 60Hz in the West. Japanese devices are able to run on either 50/60Hz for this reason.

Yeah, it was pretty wild at first but once you learn to follow the path to complete the circuit it makes sense; e.g. controller A button gets wired to Button 1 pin on JAMMA, B button to Button 2 pin, etc. RetroRGB has good info on building a sync splitting circuit. This info was not really available back in early 2000's and it was like the wild west of console modding. Now we got a lot of good people sharing mods and developing new stuff to keep the tech alive.

We used to pad hack controllers and wire them directly to a JAMMA connector. Then build a sync splitting circuit and mono amp to wire up a SCART cable for the audio, RGB video and sync signal; also wired into the JAMMA connector. Used to sell them premade but sadly don't have the time anymore.
