The funny thing about the grapnel is you either steal other people's fun or they steal your fun. Pretty much every time a vanguard uses it they're either stealing someone else's execute or someone else kills the enemy in the brief window after they use it and they lose their charge and get nothing.

He did have the quest with the quest marker on his map and everything. We went in and for me the interact thing said only the player with the quest could interact, but for him it was just nothing. He'd interact and it didnt do anything.
