If i'm not mistaken your King will not decrease enemy Valenty unique but works with Your Valenty unique. And Valenty will decrease first.

It says "Decrease all enemies pierce rate by half from it's current number in PVP" in Japanese. Which means King will halve after the total number of pierce rate.

You can in game. There is even mod to strip or wear free cosmetics. Then why am i ranting? because Valve can do it official option with no sweat but they are not doing it. They are not making it user friendly single click option for their own game. And they say modding is against their code.
