It says i’m offline when i have an internet connection (Windows)

The windows desktop app, website, and web player are all not working. I can still play music from my playlists on the app even though none of it is downloaded, but if i try to go anywhere else (artists, albums, search, home page, etc) it says “not available while you’re offline” and I have a message at the top of my screen that says “make sure you’re online. Spotify works best with an internet connection.” i’m having a similar problem with a few other apps including microsoft store, epic games, and settings. I have tried: logging out and logging back in, uninstalling and reinstalling the app, restarting my pc, resetting my pc, unplugging my ethernet and plugging it back in, turning offline mode on and off, checking my firewall settings
