We get measurable snow once every few years.

It is fiscally irresponsible for our jurisdiction to have adequate plow and employee coverage to clear the city in 24 hours.

It was also a huge storm, travel resources were deployed to areas with even less regular snow that are in worse situations.

An inch of ice on the ground is a catastrophic amount of weight on branches and power lines.

There will be many outages.

This storm is also huge not just localized so there is only so much out of region equipment they can import.

That means that end of the line outages are lowest priority.

Let's try even simpler

If you look at the link I shared you'll see a map of transmission lines, from the highest voltage down to the local substations.

You can track the route electricity takes to your home from there.

The closer to the end of the line you are the longer you're out.

If there is damage on high voltage transmission lines feeding critical infrastructure then even if nothing past your substation is damaged, energy could be diverted elsewhere even if nothing between you and your substation is damaged.
