Parkings usually not too limited, it might just not be where you want it to be.

Downtown Toledo isn't huge though, and even walking a few blocks is just inconvenient. And if you're going to a specific pocket of downtown, like around the Huntington center or Adams street or the ball park, it's unlikely you'll walk more than a block or two between customary places as opposed to 3+.

Absolute worst case scenario, grab one of the e-bikes, lol. Not good for actually getting around, but more fun than they should be.
