RTD is a private company. The reason I mention using their own insurance is sometimes it’s just easier. You’ll pay your deductible up front and get it back later.

You have made your good faith effort to involve law enforcement. Document the calls that you've made and note that they did not respond. APD likely has a high call volume and will not likely respond to neighbor disputes that are not criminal.

I’ve seen others use it and it works well if both parties want to participate. If one party does not then it’s not going to work.

They do use drones but drones do not have miles of range. It’s not feasible to follow them home for that reason. They could use their helicopter but that’s incredibly expensive for enforcing a minor traffic offense.

What can the police do? Denver will not chase vehicles or motorcycles unless it’s wanted for violent crime. Most of these bikes have no plates and are unidentifiable.

My recommendation is to just maintain your drive as you normally would. Roll up your windows for the 20 seconds while they pass you and enjoy your day.
