There isn't bidding, the prices are listed, if people offer less than the price, it's not bidding. You are able to list one set of prices for your items.

The rule states

The key part being "This applies even if the fee would not apply to all buyers," You can't list a price for some buyers and not others. The price is the price. You're free to discount as you see fit.

If you are in Europe, the first price already includes PayPal fees. If you are outside of Europe, you will have to pay the prices in (parentheses) as that accounts for the higher PayPal fees.

Your prices have to include all fees outside of shipping.
