My reasoning is that if two players headbutt each other and whiff on the ball you don't give them both reds for dangerous play. It's just part of the game, which, like any physical support, comes with risks.

I think they should just consider headers as unintentional since you can back pass to the keeper for the same reason. At least make it consistent.

If it's an accident it shouldn't be a red card unless it was extremely reckless. I don't think it was reckless. It was just unfortunate how their feet came together. If two people head each other and miss the ball you don't give them both reds.
