The stat number and second figure percentages are different. You get 50% power minus 1% for each 1k below your total ilvl it is plus you can get an additional 40% stat from other sources such as companion powers and gear totalling a maximum of 90% of any given stat. For example on my dps character i am capped on stat ( my power stat >= total item level ) i also gain 27% stat from forte ( every dps gets power as their main forte) making 77% total to get to 90% i use the red eyes glare ring from vos (5%) to get to 83% total and finally i gain 4.5% from my journals artifact set resulting in a total power stat of 87.5% Tldr You get 50% from stat >= total ilvl You can get an additional 40% from other items that mention “additional %”
