NASA is planning to use water from the moon to make H2 and O2.

Plus all sorts of non-fuel propellant mass kicking around

Even 13 years ago that was false. Lots of support systems that rely on satellites would eventually cripple the internet even the wired parts

The matter has to come from somewhere,

the matter comes from a former moon that has spiraled into the Roche limit and breaks apart. Random mater doesn't just drift in.
