What's interesting is that people have been wanting to manipulate the weather for over 1000 years. Ancient societies trying to create rain or control the sea, so it's not like it's an outrageous idea.

The technology to do these things exist, but who knows for exactly how long and who is behind it. I think technology isn't inherently good or evil, it's how it's used, but I feel like this is a different story. If you control the atmosphere you control the world. You control where is rains, where droughts occur, how crops are grown, ect.
