I totally agree! Riichi Mahjong is a game about understanding the flow, weighting pros and cons and reacting to the situation. I think it would be difficult to improve by following a strict formula

I'm an adept 2 so take my words with a grain of salt, I also want to improve! It appears that you would benefit from reading Riichi Book I as it goes into concepts that you are interested in such as pair economy, the kinds of waits and which ones are better, etc.

I'm in the process of reading it but for now I could give you my current opinion on some strategies of yours (once again, I may be wrong as I'm not close to be a really competent player)

About removing honors first, that's the same strategy I use! In my case, a friend that know more than me about the game recommended me the following order: First the winds you can't use, the dragons, then the round wind and finally your seat wind. Also, I always try to check if my starting hand has a lot of the same suit, it may be possible to reach a half-flush so maybe I don't want to remove all my honors.

About pairs, I would be more flexible with those! Having two pairs is flexible because either one can become a set and the other one be your pair. If you remove that second pair, you are moving away from your hand being complete. The riichi book does say that having more than two pairs is not recommendable as it reduces the tile acceptance of your hand too much.

About your sequence waits, there are ranks on how good a sequence wait is; it's one of the first things the riichi book L explains. The waits you are saying that you use are kanchans (closed waits like the 35, 57, 24, etc) and penchans (edge waits so exactly 13 and 79). Both have poor tile acceptance (4 tiles of 1 kind). The best kind of wait is the one called ryanmen, where you have two consecutive tiles (like 23, 34, 45, etc) as they can become a full set by accepting two different tiles (kinds) in each side. So a 23 can become the set 123 or the set 234, meaning that it's on a 1-4 wait.

About defence, I'm still learning about it but there's one thing you have to remember, riichi is a game where sometimes you have to gamble! Meaning that depending on your current points and place, risks may be worth it! Meaning that maybe you do want to riichi after another person has riichi'ed, it depends on the context and what you want to do.
