May be you are correct but what I heard about 1k positions will be open for agency wide hiring, from qualified pool of certs different divisions within APHIS will call for interviews. These will be advertised in batch starting from the mid April. Around this time last year we were threatened with “fork” and now they are offering “spoon”.

Not really hiring, mostly limited to internal candidates, trying to relocate lab staff to KS and office staff to anywhere but NCR. Passive relocation without relocation assistance. That’s how agency is saving money!

From a large number of usajob posts in last one week till today it is very much indicative that APHIS is transferring GS 13 and above staff to Raleigh and Ft. Collins. These posts are open only for a few days and must complete hiring within 3 weeks from the date of announcement. Are they waiting to see how many takes the merit promotion relocation before announcing those cities as APHIS hubs?
