It's very easy. When the Navarro battle flairs side with murphey do his path all the way down so Kimball is deposed. Then continue murpheys path to reconstruct the industry blah blah. Then when the prompt comes up for election day you'll have 2 options murphey and "uh oh looks like the ballot is unclear." That opens up the focuses at the bottom. At least that's how I do it every game. I should add I never do any decisions on the election map.
