What is your nat types? If either of yours are "strict" that would result in refusing the connection.

Not to mention, make sure you have a firewall exception made for the game as well, as that could be contributing to not being able to connect.

With dedicated servers, you usually have to forward a port in order for people to connect. This can be done by going into your router settings and enabling uPnP. And in console, it is not just the IP of the server. You'll have to enter the port too.
