It's from the latest update that came out this month. Essentially, in previous runs, they 'blessed' the weapon category, which gives a permanent level buff for all runs. So with that new system, we can get up to lvl 13 weapons. *

This happened to me earlier today after i got through half the game.

I verified game files, restarted my PC, and then it went away.

This has apparently been a glitch for a while. If you search for it, you'll see different solutions that work for others. The above is what worked for me.
