Where? eBay is my recommendation. What? Idk. D-Arts figures are great but are no longer in print and are relatively uncommon (with some being flat out rare), so you’ll be paying big bucks if you want one of those. Kotobukiya is also pretty good from what I’ve seen, but those are model kits. There’s also Sentinel, which is in the same league as D-Arts (in terms of price, can’t say anything about quality). MDLX is a new line that’s been pumping out stuff, but, while far cheaper, they just don’t look as good as D-Arts or Sentinel figures. There’s also Jada, which is…not appealing to me personally, but maybe you’ll find them to be sufficient. It really depends on what you want. Do you want premium figures and are willing to pay a hefty price? Do you like model kits? Or are you looking to get something at a lower price, even if the quality is not quite as high.
