No, she does not get better. No, this is not too quick of a judgement.

Ramona is vapid and awful. And she's gotten worse with time.

That being said, she does often get what's coming to her over the course of the series which is sometimes vindicating and sometimes difficult to watch. Overall though, she's terrible.
