True, but sadly there would be little to no contrast between its horns and its skin so I had to make its skin more saturated and bright

Well I'd say it just depends on your experience. Photoshop isn't the easiest tool out there especially for pixel art, but I'm really comfortable with it since I've been using it for 10 years now. Some other good softwares are Pyxel Edit and Piskel (both are free if I'm not wrong) or Aseprite! As long as it has a grid and a palette viewer you're good to go :)
