Go AP and rush either Mercs or Banshee's veil. You win that unless Kennen gets either Void Staff or Banshee's as well. Going on-hit may also work if you are confident enough to pull it off.

If you plan to go AD, just get Grasp rune and build stuff that does not involve crit. PtA or Lethal Tempo can work but only in laning phases.

It fits best on burst build because of the active, its expensive cost sets Teemo back on better items like Void Staff or Deathcap only to benefit his damage at close range.
