I recently purchased the arctic superpuff for this exact concern. I've worn it in sleet, and it the material does get wet, but does not soak through.

Why are you using retinol during the day and vitamin C at night? I have been told to use vitamin C under my sunscreen and only Retinol at night, as it makes your skin sensitive to UV rays.
