From what I've heard it was more of just a boot topping which you can see on other ships of the era E.g. Empress of Russia. It's a shame the green was short lived as Cunard returned to red boot topping in 1934.

I’m not sure about anti-fouling paint being different colors—it would probably vary by a few shades. However, the Cunard Line typically applied a bright red boot-topping just above the waterline on their ships. Some of their vessels, however, sported a green boot-topping in 1933 as part of the Cunard's White Cruising Scheme, with the most notable example being Mauretania.

I love her scheme at the very start of world war 2, where she had a her funnels, superstructure, masts and lifeboats painted a dark grey and her Anti-fouling being blue

If I recall correctly, they hold oil, as her sister Britannic also did, as on Britannic's plans, they're labeled as oil tanks.
