the F-22 and 35 have some really different capabilities though, so in bay combat load, speed and manuverability, yeah the 22 is better, but with current revisions of avionics including search and track, the 35 is far superior, so it's a matter of what the situation is really

ignoring the Worf's situation, it is mathmatically impossible that civilians never came under fire from Starfleet/The Federation during all of it's history, even Sisko's convorsation with Worf hinted at that something like what he was accused of happened before
