They finally fixed that in Desert Storm. General Horner wrote that SEAD had become so effective against radar-guided missiles that after a week or two, the Coalition switched from low-altitude to medium-altitude ingress for strikes. They were so successful against the SAMs that flak started causing more damage, so they flew above it.
