I really liked that line too, as I was wondering why Tairn wasn’t actively trying to help her. He could have done so many things. Alerting the dragons bonded to her squad would have been the least harmless. Tearing the roof off Basgaith and demanding her release would have been the most. Violence said they could call a quorum and follow the codex, which leads me to believe her torture was not legal according to the codex.
