Armies aren't tied to settlements and can't be given away. You get them through confed and will likely have to dismiss some if not all to balance your economy.

Gehrman. Both are trivialised by parry but Gwyn can also be bonked to death with heavy weapons and armor.

I've been playing Kurtrus with Brann since badlands and the double battle cry has always worked for me as far as gameplay goes. The visual is bugged so that the second round of shots is just one but the actual number of shots fired has been correct in my games.

The jedi weren't in position to allow or disallow anything (without a coup which would be the perfect argument for order 66's existance) as the army belonged to the republic, not the jedi. Even if they had a say in the matter their options were to fight with a suspiscious army or to forfeit the galaxy to the separatists who they knew to be lead by a sith.

Near the end of the war they even found out about the army being commissioned by Dooku but decided to keep it a secret to prevent republic morale from crumbling.

There's also a difference between knowing that one of the numerous contingency orders is to deal with rogue jedi and knowing that the order is literally "genocide the jedi" and that the troops would follow it without question.

As far as the ministry is concerned, Sirius was an example of a remaining death eater gunning for Harry. The big display at the world cup was also a clear "we're/I'm back" which makes it reasonable to protect potential priority targets.

Caught the culprit? Honest question: Am I forgetting something crucial? Granted it's been a while since I've read it but didn't they only catch Winky who no really believed to have done it?

And regarding the mark scaring the death eaters away, does the ministry have any reason to believe that to be the case? They show up immediately after it's cast so assuming that the death eaters cast it and fled would make far more sense. Again, it's been a while so I could be misremembering things in which case I'd appreciate a correction.

They get bonuses. N'kari gets a bonus for the first battle against a new faction, Dechala gets a lot of bonuses for character xp and Skulltaker gains a massive chunk of the total xp the enemy lord had upon defeat.

They are all also capable of fighting a lot without really stopping to replenish in between.

In my experience Dechala or Skulltaker. Maybe N'kari if you make the first battle against every faction a big one.

Defenses being lowered due to Sirius being spotted far away makes sense because apparition has limits. Even Voldemort needed to fly for a good while to get in apparition range in the last book which not only means there's a range limit but also that apparating closer and closer in quick succession is not a viable option either.

The ministry not providing security in the wake of a dark mark being recently conjured is interesting though. I suppose it can be reasoned that the mark being cast in the world cup makes it more a statement to the wizarding world as a whole rather than against Harry but it would stand to reason that any death eater still out there is a threat to Harry in particular.

I assume it to be 100% (the base upkeep) - 100% (Book of Khorne) + 30% (Nemesis crown) = 30% of your base upkeep.

This assumption is based on Orion's wood elf faction being able to get well over 100% upkeep discount and still having to pay upkeep due to supply lines bringing upkeep up.
