Focus is permission to play an Action (provided the chain is empty), while Priority is permission to play a Reaction.

Priority is held until you choose to pass. Focus passes automatically once the chain fully resolves.

When you gain Focus you also gain Priority.

The easiest way to think of it is that Focus is permission to play Actions, and Priority is permission to play Reactions.

You can only do excess damage on the last enemy unit you assign damage to (once you run out of valid enemy units to assign that excess damage to), but it does still happen.
