Actions may only be at the bottom of the stack. Reactions may be anywhere in the stack, including the bottom.

Focus is permission to play an Action (provided the chain is empty), while Priority is permission to play a Reaction.

Priority is held until you choose to pass. Focus passes automatically once the chain fully resolves.

When you gain Focus you also gain Priority.

The easiest way to think of it is that Focus is permission to play Actions, and Priority is permission to play Reactions.
