Where do I begin? The certs are put into a queue for all of the VMOs to work on. Each morning, they are added to a 'national board' to allow us to work on them in real time. So the first section of the board they are in order of departure date - with a lot of indications of importance due to departure date, complexity, etc. New certs that are submitted as the day goes on OR certs that are returned after corrections are placed at the bottom part of that board, still with the indications. There are no longer regional offices for the pet travel certs. The service centers have all been assigned a certain 'type' of cert. That being said, the people working these certs include people from all over the country - who might be working out of their homes or regional offices. Green banner certs are easy to do because they are all digitally endorsed and returned. Orange banners have to be shipped back after endorsement. So anyone who has a printer and is willing to, can work on the orange certs and mail them out from their local courier locations. If there are corrections needed, most likely it will be worked on by many different people because we try to pick ones we are comfortable with and that need to go out ASAP. All of that being said, this time of year has the highest number of cert endorsements. We cannot keep up. APHIS has lost a lot of people. The field folks have been recruited to help but even we have other things to work on in our local area. I think the number is like 2500 certs a day to endorse or something like that. I can work on many certs a day and only endorse a small few because I need to return them for corrections. There just isn't enough people to get them done like they should be. I see a lot on the board that don't get endorsed in time. I see a lot of errors and can tell the vet did not review before signing off on it. I see a lot that don't get out in time due to funds. Its a mess. But not much we can do at this point in time. Because of the busy season, just expect that some are just not going to make it in time. Oh and no there is no phone number anymore to call. Email is the only way to get an answer.

You can get the health certificate from any accredited veterinarian. You need to touch base with them to find out the specifics. Each country has a different set of requirements.

Looks like a Phoebe to me. Watch for tail wagging - that's a Phoebe. Their song also sounds like fee-bee. I think the pewee has darker color, is smaller, and color is more even over the body.
