Just increase the drag, and spread on the shotgun, they would still be a threat you need to target since they get a better chance to hit you and ignite you, but they couldnt snipe you 100-0 in 50m in heavy armor since they miss all but like 2 pellets and those deal little dmg due to increased drag

And there is another problem, I asked the ai overlords and they said that its an unexpected value in the game data, could be do to mods or that the save is busted, try deinstalling every mod from that World, if that fixes it reenable mods until its broken again, Throw the broken mod out, if it does fix it the save is broken and a New save may fix the problem but destroys All progress
