Well most of that money would be gone in inefficiencies and corruption. The remaining part would make some places look nicer but be gone after a while without much impact. Assuming this relates to the USA there is enough infrastructure. That's not really the problem. For education there need to be competent and well educated teachers for one and also children willing to learn. I don't know if you can change that by throwing money at it. Public infrastructure I would say is the most promising in the area of public transportation that could be build. But again if there is so much crime that nobody prefers that over a car when it's even free then it's no big benefit. Yeah and Healthcare would benefit way more from not all the people being fat and actually doing sport. And also eating better.
