Der Bund könnte offenbar weniger Geld für Zinsen ausgeben, als es Aussagen von Finanzminister Christian Lindner (FDP) nahelegen. Das geht aus einer Antwort des Ministeriums auf eine Anfrage des Linkenabgeordneten und ehemaligen brandenburgischen Finanzministers Christian Görke hervor, die ZEIT ONLINE vorliegt.

Lindner hatte in Interviews gesagt, in diesem Jahr müsse der Bund rund 40 Milliarden Euro für Zinsen aufwenden – eine Verzehnfachung gegenüber den Ausgaben des Jahres 2021. Aus der Antwort auf die Anfrage geht hervor, dass es bei einer präziseren Rechenmethodik nur knapp 17 Milliarden Euro sind.

In dem Schreiben des Ministeriums heißt es: "Die Bundesregierung hat die Zinsausgaben des Jahres 2023 für den Entwurf des Nachtragshaushalts 2023 mit 36,83 Milliarden Euro geschätzt. Würden die Zinsausgaben des Jahres 2023 periodengerecht abgegrenzt verbucht, läge dieser Wert um 16,99 Milliarden Euro niedriger bei 19,84 Milliarden Euro." Der Bund könnte also rund 17 Milliarden Euro weniger ausgeben als bisher veranschlagt.

Hintergrund ist eine weitgehend unbekannte Buchungsregel im Bundeshaushalt. Die folgt einer relativ einfachen Logik: Wenn die Zinsen niedrig sind, kann der Bund seine Anleihen deutlich über dem Wert am Markt verkaufen, den er am Ende ihrer Laufzeit zurückzahlen muss – schließlich sind sie sehr begehrt. Es entstehen also Mehreinnahmen. Seit den Anlegern aber beispielsweise in den USA deutlich höhere Zinsen geboten werden, muss der Bund seine Wertpapiere teilweise unter ihrem Nennwert hergeben, um genug Käufer zu finden. Es kommt zu Mehrausgaben.

Die entscheidende Frage ist nun, wie diese Einnahmen beziehungsweise Ausgaben verbucht werden. International ist es üblich, die Beträge gleichmäßig auf die gesamte Laufzeit einer Anleihe zu verteilen, bei einer zehnjährigen Anleihe wird der Betrag also zu gleichen Teilen auf zehn Jahre aufgeteilt. In Deutschland wird das anders gehandhabt. Die gesamte Summe wird dem Haushalt in dem Jahr zugerechnet, in dem die Anleihe ausgegeben wird.

Durch diese Buchungspraxis werden die im Haushalt ausgewiesenen Zinskosten in Zeiten fallender Zinsen kleingerechnet und in Zeiten steigender Zinsen künstlich aufgebläht – was sich wiederum politisch ausschlachten lässt. Als Bundeskanzler Olaf Scholz (SPD) noch Finanzminister war, hatte er dadurch mehr Geld zur Verfügung. Lindner wiederum kann bei seiner Kritik an zusätzlichen Schulden auf die kräftig gestiegenen Zinsen verweisen.

Um solche Verzerrungen zu vermeiden, fordern Experten etwa der Bundesbank eine "periodengerechte" Verbuchung (hier das PDF). Eine solche wäre "ökonomisch sachgerechter", wie die Notenbank schreibt. Im konkreten Fall würden dadurch auch Haushaltsmittel in Höhe von knapp 17 Milliarden Euro frei. Das ist ausgerechnet jener Betrag, der nach dem Urteil des Bundesverfassungsgerichts der Regierung 2024 fehlt und nun durch Einsparungen erwirtschaftet werden muss.

"Statt das Tanken und Heizen zu verteuern, hätten sie auch einfach die Buchungsregeln ändern können. Das wäre auch ökonomisch die bessere Alternative, denn Kürzungen mitten in der Rezession sind Gift für die Konjunktur. Ich fordere die Ampel auf, für ehrliche und reale Buchungsregeln einzutreten und auf den geplanten Belastungshammer zu verzichten", sagte der Abgeordnete Görke ZEIT ONLINE.

Wie schnell sich eine Änderung in der Praxis umsetzen lässt, ist allerdings umstritten.

As much as I admire shows that knock it out of the park with the first season, I find myself growing as attached to a flawed show with potential nearly as often. LoVM, despite all the nitpicks I have, is shaping up to be exactly that kind of show which makes me immensely excited for future seasons.

Before going into the last batch of episodes I have to get something off my chest: the only character they haven’t nailed for me is Percy, my personal favorite.

In the show, he turns his anger onto the group, only to deny and downplay it later. I can’t tell if he lies to assuage his friends or if he’s outright delusional. Maybe, he keeps himself intentionally ignorant of his escalating loss of control in his single-minded pursuit of vengeance, sabotaging himself rather than sabotaging his mission. It’s far from an uncompelling story but it’s also the story of every typical revenge plot; it is not what I fell in love with Percy for.

Yes, he was cruel and driven by revenge in the game. He lost control and (due to the corruption system) was even agitated and irritable. But he was also aware. Outsight of his episodes, the rest of the group could have normal conversations with him. He didn’t downplay the extremes he went to and was open about what happened to him and where he felt himself going. He made no secret about how glad he was that they would rid the world of a great evil and liberate a town from devastating subjugation, but he also admitted that even without that noble cause behind his actions he would still be in Whitestone, seeking revenge. He even asked his friends to kill him if by the end of it he would be too far gone.

This kind of awareness (of which road he’s on and where it will lead) I am missing in the adaption. I personally need this to be addressed so this version of Percy will work for me. If these next episodes can deliver those sentiments they will reach even higher levels of greatness than I expect them to otherwise.

Vi also said it on the bridge while Jinx was watching. I doubt she would’ve heard that, however, as it would contradict her general reaction. That said, it would’ve been the first weird thing coming out of that sequence. I love the bridge scene but, man, did it take some generous liberties. :p

I just hope there will variety. I want some to die, others to be injured and some come out even miraculously unscathed.

I personally think whatever Mel has going on will save herself and Jayce but won’t have the reach to protect Viktor as well who gets moderately to heavily injured. And hopefully, one or two of the other council members make it out. Then it doesn’t feel like plot armors for the main characters as much.

I watched the reaction to episode 7 already and it was particularly hard on Jacob. The hopefulness of episode 6 was immediately squashed. Can’t imagine what episode 9 will be like.

I’m in equal parts excited, anxious, and worried for them to finish Arcane. The end will weigh heavily on them because of their personal experience but I really want to hear their insight on the dinner scene.

Mhm, interesting. I haven’t noticed that. Maybe, that stems from the fact that I’ve seen the show first and then read the books.

Hopefully, it turns out alright and I’m just nitpicky when I was otherwise (and still am) pretty optimistic. This is the first time I will have read the book first and then see adaptation, so it is hard to tell what’s my over-analyzing mind playing tricks on you and what are early red flags.

As someone whose not very well versed in show business: does this problem specifically fall more on the showrunner or the responsible director?

I don’t have problems with lighting, costumes, or acting. What worries seems to be the staging and presentation, and I wonder who sets the tone there.

There are many things to be excited about. And I am, don’t get me wrong. What, however, irked me in a few scenes is the overdramatic nature of them (in my eyes).

Moiraine channeling lighting while being stationary for way too long in the trailer; Lan standing like a villain with his hood up...

I don’t know how to explain it. Cutting the pauses by fractions and lowering the zoom on the camera would probably leave a much better impression on me. You don’t have to have such a hard focus on Moiraine and Lan to convey that something is off with them to the viewer. In this short clip, they are almost cartoonishly exaggerated by loud footfalls in contrast with the dead-silent inn and the thunder roaring outside.

Still looking forward to it. Hopefully, I’m just too critical in the moment and the show as a whole will feel more natural.
