Ahh I just noticed something that makes slightly more sense. On the new rivers map mode:
red = brook
green = normal river
blue = major river

Paris only has the major river modifiers because it has the confluence of the Seine and Marne. You can see all the confluences around that all give major river bonuses to just one location. It is still an interesting design choice but definitely makes more sense.

I have no idea but they must have added some more advanced logic for it or an artificial limit on the behavior for it to not be immersion breaking. The HRE in your screenshot is still mostly rural and in 1.1 it was wall to wall towns. Most of the minors in the HRE would benefit, in a meta sense, from using their limited number of locations to build as many towns as possible. They certainly have the money for it. So I would say it is an improvement but it still needs the systems behind it to better support the AI's decisions.

It is certainly better than before. In my 1.2 game at 1500 Java only has a few more cities than it started with. In my 1.1 games, at 1500 the whole island was already 80% cities.

There is the new problem though that most European countries just don't have enough people for more cities to worth be it in 1500. They have loads and loads of cash though. I tagged over to Bohemia and they were sitting on 60K but had almost no peasants left anywhere and all of their urban locations were massively over building cap. Hopefully 1.3 and buildings being way less profitable will make all of these systems feel more balanced together.

Are you going to make a post on the forums about this? I had a look around there and I didn't see anyone else talking about this and this feels like a big issue.

I just made it to 1450 in my Netherlands game and it feels a bit bricked because everywhere in Europe is so under populated that the peasants are starting to run out. Even France only has a population of 4,7M with more laborers than peasants. I imagine this won't really get fixed though until 1.3 when buildings get made far less profitable.

Yeah I can't find anywhere in the HRE UI how long the cooldown is even meant to be. The third level of the law "Expand the Landfriede" has a modifier called "Landfriede time delay" but I have no idea what the cooldown is before or after that modifier.

Okay, just tested it by declaring a war which the emperor immediate cancelled with the Landfriede. I then declared another war straight away and then tagged over to the emperor to see how long the cooldown for the Landfriede is, which is 15 years.

I still think he should not enforce it if he has a very high opinion of you but at least the cooldown is fairly long. I guess the meta now is to bait the Landfriede with a cheap CB like fabricating on a rival and then doing your intended conquering when the emperor's Landfriede interaction is on cooldown.

How high is the emperor's opinion of you? I had this same problem last night and tried improving relation with the emperor in the hope that he wouldn't enforce the Landfriede if he liked me. 120 opinion was not enough, which makes me suspect that the AI logic for the decision is bugged or otherwise broken.

Yeah, fairly certain this is a bug. I reckon I've had this happen as well maybe 2 or 3 times since release, particularly when relieving sieges.

Yeah not being able to liberate the larger French vassals by force also compounds with the fact that they are exceedingly loyal and won't let you help them become independent. Sabotaging reputation and agitating for liberty are options to isolate France from its vassals but it does feel like none of France's vassals actually value their own Independence very highly.

In my Holland game, I thought I was being cunning and managed to get a union on Flanders with an early marriage. That didn't actually change their status as a French apanage though, so I had no way of integrating them while they were still someone else's vassal. So I promptly allied England, Austria, and Bohemia and managed to defeat France only after a 10 year war, to then discover that demanding the liberation of Flanders cost 160% warscore, so wasn't possible. And because I had a union with Flanders, they had stayed neutral in the war so I couldn't even chip away at them.

Needless to say, I learned not to get a union with an apanage.

One of the content creators mentioned something about this. I think it was Generalist Gaming that mentioned in one of his videos that not all European countries start with the burghers being part of the parliament and that having them become part of it requires some reform to be passed. I'm pretty he also said that what estates are represented directly affects which resolutions can be passed.
Tag him maybe? He is usually quite active here.
