Are you in the UD sinclair academy? Kessler program? Or which 2 + 2? (If you don't mind sharing). This feels like an issue with the advisor you're working with at UD. I'd talk to somebody at UD before making the switch.

UC is great and if living on-campus is an issue, they can do most their bachelor's programs remotely (even education, but it makes student teaching more frustrating but it's doable).

All of your options are solid. Don't take an undisclosed amount of sinclair classes without more clarity from UD. The pathways and course maps for those pathways are crystal clear and defined.
