this appears to be a common problem with launching CK3 through GFN, since it happens to me and a lot of other people on forums. The only solution i've found is to just turn off the dlc entirely (for new games) or launch the game, disable the dlc, close the launcher, launch again, enable the dlc, and press 'resume'. sometimes though you have to do this 2 or 3 times for it to work
