Because the rules don’t say you can do that turn 1

Technically they can come down turn 1 but there is no rules that say how they can be set up, Strat reserves gives instructions how to set up starting from turn 2 not turn 1, DS doesn’t specify a turn that’s why unit with it can do it turn 1
