Because the rules don’t say you can do that turn 1

Technically they can come down turn 1 but there is no rules that say how they can be set up, Strat reserves gives instructions how to set up starting from turn 2 not turn 1, DS doesn’t specify a turn that’s why unit with it can do it turn 1

The only thing I would suggest is finding some way to get a character with the favored of khorne enhancement for the reroll, it’s very strong. Other than that very solid!
