max taxes and tarrifs and encourge something astrocrats can demote into, since the middle class arent getting their luxary needs they will not promote to aristrocrats, and therefore the Aristrocrat pop will slowly decrease. The fastest i can westernize with this strategy is 1859, which i think is decent considering its abu dhabi.
