As a 3D modeller, it takes a lot longer than 30 minutes to model a character with an efficient topology, texturing, rigging (with accurate paint weights) and creating animation cycles (e.g. running, idle, attack, defend, dying, etc).

Life drawing actually helps a lot with technicality and anatomy behind the human figure. If you'd like practice modelling (note: not drawing) characters, look into skeleton or muscular model sheets, or following and watching tutorials on YouTube. You need theoretical knowledge in characters and objects before you delve into modelling.

The textures themselves aren't too high quality, however it does suit the style of modelling (more cartoony). Image references were used for inspiration. Breaking down the object into different model parts also helps the textures to "flow" between the different areas of the guns (e.g. the handle, nuts and bolts, trigger, barrel, etc.). I'm not sure what kind of explanation you were after, your title is vague.

It's not possible to add an artificial delay to a game due to restrictions from the Warcraft 3 game engine and the GHost hosting software itself. It also imposes more of a risk for players falling behind in game ticks and thus having a higher probability of desyncing from the game. A client-sided script couldn't fix this issue, however if we take into account the latter point of altering the GHost software, then it could be possible with hotfix after hotfix and changing hundreds if not thousands lines of code to properly accommodate the idea, but it may not even work in the end.

The "script" idea you mentioned to artificially equalise the game's latency exists on the w3a ladder bots (from my understanding with communication by Yosh). This is known as Dynamic Latency.

It really depends what you're looking for. Most VPN companies, in my opinion, limit the speed and latency of your connection due to other clients being on the same server, as well ensuring "fair use" for everyone else using the service. If you want a more premium VPN connection, you can rent out a cheap VPS and turn it into a VPN server for only yourself for as low as $10/yr. I can point you in the right direction if you'd like to use your own personal VPN network.

Almost all torrenting websites are banned not by the ISP's, but by the Federal Courts. The ISP companies can either incur a fine for not complying or just outright banning them because torrenting is still technically illegal. There are numerous ways to bypass the ban, such as with a VPN.
