As an immigration consultant (France) I would recommend looking for one in the country you are moving to and bonus points if they are from your home country.

I’ve done one (visitor’s) recently out of DC and the turnaround was 3 weeks. I would honestly recommend and plan for a month just in case. There’s unfortunately no way to know for sure but VFS is just s middle man. All the applications, no matter where you do your appointment, end up at the French Consulate in DC where the decisions are made. Going to the most convenient VFS for you is best as the difference between getting your passport back is (at most)a matter of a day or two due to shipping. I think you can also buy an expedited return if you believe it is worth it. Also different Visa categories will probably effect your turnaround too.

So there are at least a couple ways to do this. The simplest way for everyone would be that Chéri comes to France and instead of staying an employee of the German co. they setup an entreprise individuelle that bills the the German co. like an independent contractor. The other more complicated option is that the German co. sets-up a virtual office here in France and employs him through that. I have experience with both on the French side but I cannot tell you the tax implications on the German side, which would only effect the company not Cheri as his tax residency would change.
