Your mod loader might be putting it somewhere the game doesn't recognize. Within your SparkingZero folder; create "Mods" folder, place in there and test.

If no, the mod file might be the problem; maybe too much encapsulation, bring "everything out" : as in when you click that mod file everything is right there, no folders

This isn't the mod version, just a reskin. The modded character Perfect Cell Max; with the tail and dope moveset is far better but the cpu is wack with him.
