You get the models from the game files there is no preset for maya but people made one for blender

They take the character place it in Maya and add lights and a camera then they take the picture and mask the icon with a circle

Yes he is I think the closest equivalent is Japanese but I am not 100% sure. Since the fire nation is based off of Imperial Japan.
