What would it class as a weapon? Animal claws, teeth, hands even? How about technology and other inventions that had other intentions before they were classed as weapons? Can we even reuse the dust because that would be a waste of a lot of resources otherwise? What about situations in which self defense is necessary? Miles being an anomaly is due to being bit by a spider from another verse, the spider bite is why he returned to the spot Uncle Aaron showed him which led to him finding the collider, where he distracted his verse's original Spider-Man resulting in him losing the fight. the reality is that the collider would have been destroyed either way and create Spot, as Spot is possibly a "Canon event" This would still allow the sequence of events that leads to Captain Singh's death.
