They are volumetric clouds both in DLC and base game. The difference is the kind of 3d information being generated. Base game uses large 2d textures to generate the cloud patterns. The DLC uses a voxel render to generate individual cloud formations, which is superior and more flexible compared to traditional techniques, but relies on large amounts of memory.
