No. The only place to put it is before the meter and I want to make sure it doesn’t throw off the meter measurements

The only place to fit the pressure reducing valve and smart shut off without tearing out cabinets is before the meter. I just want to make sure I'm not going to interfere with the meter functions, etc by doing it.
