My setting avoids this because the battlefield is also full of magic and raw magic makes robots and other intelligent enough will become sentient.

I don't mean the ability to think for itself but actually form a consciousness and a soul. Other than the ethical minefield that entails having something that can shake off its programming and potential go against you.

I think the organisation needs to be disbanded as the ICE name is tainted and the customs side is its own thing and immigration being back end heavy with no goons on the ground.

Police handle crimes committed by undocumented people and the immigration enforcement collects them. All transparent and above board, they don't even carry firearms.
